Reponsible for:

  • central agency and Crown entity governance and accountability
  • stakeholder relationships
  • Ministers’ Private Secretaries
  • Search and Rescue Council Secretariat

The Ministry’s Business Services comprise Finance, Information, Communications, Legal, and People and Development.  The General Manager, Office of the Chief Executive, facilitates coordination across the Ministry’s business services, as required. 

The General Manager, Office of the Chief Executive also provides managerial support for the Communications, Legal, and People and Development managers (although they report directly to the Chief Executive on functional matters).

Wayne Donnelly - General Manager, Road and Rail

The following policy teams are based in the Road and Rail Group: 

  • Investment and Revenue
  • National and Urban Networks
  • Safety
  • Auckland

The work of this group includes the following areas:

  • road and rail investment
  • charges and revenues for road and rail
  • land transport access and mobility
  • road and rail safety
  • motor vehicle and driver licensing
  • integrated land use and transport planning
  • land transport system economic performance
  • land transport legislation, rules and productivity.

The group also coordinates policy activity with the NZ Transport Agency and the New Zealand Railway Corporation.

  • Polices for transport security
  • Maritime, aviation and security legislation
  • International relationships and agreements
  • Maritime and aviation transport rules
  • Transport emergency management and Pandemic planning
  • Joint venture airports
  • Day to day policy engagement with Civil Aviation Authority, Aviation Security Service, Maritime NZ and Transport Accident Investigation Commission
