National surveys are designed to provide a consistent measure of child restraint use over time, by surveying the same sites in each region each year. Table 2 shows the child restraint wearing rates by children under the age of five years in each Local Government region. In 2007 at least 200 children were surveyed in each region, except in Northland where 193 children were observed, Gisborne where 196 were observed and West Coast where 104 were observed.
Overall, the wearing of child restraints continues to increase or stay steady. Gisborne has increased after a drop in 2006. Child restraint wearing in Northland decreased 5% this year, but wearing rates stayed above the national average. Wearing rates in all other regions are being maintained or are continuing to increase in line with the national trend.

Child restraint wearing rates for selected metropolitan areas are presented in Table 3. In Manukau City, the rate has decreased since 2006 (from 96% to 91%) but is still much higher than in earlier years. All other metropolitan areas showed a steady wearing rate.

At Local Authority level, sample sizes are relatively small and results should be treated with caution. For example, with a sample size of 100 and a wearing rate of 80%, the margin of error (based on a 95% confidence interval for the wearing rate) is approximately 8%.
Child restraint wearing rates at Local Authority level are presented in Table 4. Wearing rates for several neighbouring local authority areas have been combined to enable estimation of the wearing rate in areas with small samples. While small samples make it difficult to detect small changes in the wearing rate from year to year, these results are useful as an indication of how much improvement is needed. No wearing rate has been estimated where fewer than 70 people were sampled.

National surveys are designed to provide a consistent measure of child restraint use over time, by surveying the same sites in each Police District each year. The child restraint wearing rates in each Police District are shown in Table 5. In 2007, at least 400 children were surveyed in each district, except in Northland (where 193 children were surveyed), Auckland (175 children) and in Counties-Manukau (155 children).
Child restraint wearing in Eastern, Canterbury and Southern Districts improved. Rates in Northland and Counties-Manukau declined, but did not decline below the national rate. No statistically significant change from 2006 was observed in the other Districts.
