
The land transport sector covers a range of transport systems owned by central and local government, from pedestrian and cycling networks through to urban motorways. Vehicle and other users pay for the use of these systems through a range of charges including taxes on fuels, vehicle registration and road user charges on diesel vehicles. The Electronic Road Use Charges (eRUC) project is one initiative designed to streamline this process.
It is increasingly recognised internationally that road charging systems need to progress charging for actual road use rather than by flat charges and energy based excise taxes. There are also issues around the level at which road charges should be set, and the consequences of this for land transport investment and maintenance.
