Under Part IX of the Civil Aviation Act 1990, the Minister of Transport and her delegates have a role in the regulation of international air carriage competition.  

Commission regime

Air New Zealand / Qantas application

On 18 April 2006 Air New Zealand and Qantas applied under section 88 of the Civil Aviation Act 1990 for approval of a Tasman Networks Agreement (TNA).

A decision on this application is to be made by Hon Pete Hodgson to whom responsibility for this matter has been delegated.

Meeting with Air New Zealand

On Monday, 28 August 2006 officials from the Ministry of Transport met with senior executives from Air New Zealand and a partner from Bell Gully so that Air New Zealand could reveal its Tasman Networks Agreement counterfactual. Air New Zealand has requested that the contents of this meeting be treated as confidential. The Ministry of Transport has assessed the notes of the meeting as withholdable under sections 9(2)(b)(ii) and 9(2)(ba) of the Official Information Act 1982.
