Vehicle emissions contribute to poor air quality in New Zealand. Government action, in recent years, has included: requiring vehicles entering the fleet, whether new or used, manufactured on or after 1 January 2004 to be built to recognised (harmful) exhaust emission standards. The November 2006 Cabinet Paper (PDF v7.0, 287kb), which was considered by the Government in December 2006 and January 2007, sought Cabinet agreement to introduce restrictions on used vehicles not built to specified emission standards, and to update the existing controls on new vehicles. The paper also proposes carrying out emission testing of used vehicles before they are allowed to enter the New Zealand fleet.
