Land Transport Rule: Vehicle Exhaust Emissions 2007

In November 2007 the Land Transport Rule: Vehicle Exhaust Emissions 2007 was signed. It came into effect progressively from 3 January 2008. A number of minor and technical changes were made to the emissions rule through an amendment rule in 2009. 

In preparing the draft Rule the Government and Ministers considered a range of documents. These are presented here for information:

• A list of questions and answers on the Rule and its content.
• The Cabinet Paper (PDF v7.0, 212kb) that was submitted to Cabinet seeking approval of the policies set out in the Rule.
• The Regulatory Impact Assessment (PDF v7.0, 79kb) that accompanied the Cabinet Paper.
• The Submissions Analysis (PDF v7.0, 140kb) that was prepared based on the 84 submissions received before the close off date.
• The report "Update and Extension of Vehicle Emissions Modelling" (PDF v7.0, 406kb) prepared by the consulting firm Covec on the likely environmental and economic impacts of the proposed Rule.
