New RUC rates from 1 July 2013

Changes to road user charges were announced on 16 May 2013, and will take effect on 1 July.

The rates will increase an average of 5.9%, in line with increases in fuel excise duty on petrol. Funding raised will help deliver the Roads of National Significance (RoNS) programme, support investment in upper North Island transport projects beyond the RoNS programme, and contribute to other roading projects from the Government Policy Statement on Land Transport Funding 2012.

Exemptions

Some vehicles are exempt, or able to be exempted from RUC.

Light electric RUC vehicles whose motive power is derived wholly or partly from an external source of electricity are exempt.

The NZ Transport Agency as RUC collector can also exempt individual RUC vehicles on a case-by-case basis.

A new exemption will be in place from 6 June 2013 for light RUC vehicles used almost exclusively off-road. The new exemption requires vehicles to:

be driven almost exclusively off-road, and
be driven on public roads only within 10km of the boundary of the property where the vehicle usually kept, and
have the exemption sticker displayed in the windscreen at all times.
