New Zealand does not have a good safety record on the roads. In May 1999, the government introduced a number of changes to the driver licensing regime. These involved changes to the Land Transport Act 1998 and the Land Transport (Driver Licensing) Rule 1999. The objectives and changes which underpin the new regime are to:

  • ensure individuals are competent to drive safely;

  • manage the impact of road-use risks through graduated entry to driver licensing;

  • identify individual drivers for accountability reasons; and

  • reduce the compliance and administration costs of driver licensing.
