In the Energy Greenhouse Gas Report MED regarded the reseller component as being used by transport, but a recent MED report (http://www.med.govt.nz/templates/MultipageDocumentTOC____40472/) suggests that this over states the case. Instead of almost 80% of diesel being regarded as transport, the report suggests that the actual amount was about 64% in 2007. The corollary is that a much larger proportion of total diesel is used off-road in non-transport applications that previously thought.
MED is developing a methodology to better estimate on-road diesel use, and will also attempt to establish a historical time series. Until this work has been completed it is necessary to continue to use the MED data, while understanding that it overstates transport emissions and the growth rate of transport emissions.
