Local authority/NZTA RAMM (Road Assessment and Maintenance Management) and CAS (Crash Analysis System). Traffic flow counts and estimates from RAMM are imported into the road maps used for CAS, and the flows in the MUA will then be identified

The Statistics NZ MUA defintion for New Plymouth excludes Waitara, which in reality acts as a suburb of New Plymouth to a degree. This analysis includes Waitara
The Statistics NZ MUA definition for Hamilton includes Cambridge and Te Awamutu and the routes in between. That means it includes the State Highways which bypass Hamilton,
and therefore would include traffic which has elected to avoid the urban area. This analysis is restricted to Hamilton City
