The CBD Rail Link Business Case
KiwiRail and the Auckland Regional Transport Authority commissioned APB&B, a group of consultants comprising of AECOM, Parsons Brinckerhoff, Beca and Hassell, to prepare the CBD Rail Link Business Case (now called the City Centre Rail Link), which was released on 24 November 2010.
PriceWaterhouseCoopers peer review documents
PriceWaterhouseCoopers (PWC) undertook a review of the Business Case at the request of the former Auckland Regional Transport Authority and subsequently Auckland Transport. PWC was asked to assess whether the Business Case met the Treasury requirements for capital proposals. PWC were not asked to undertake a detailed assessment into the BCR calculations as per the NZ Transport Agency Economic Evaluation Manual. (The Treasury guidelines for better business cases do not require BCR calculations as part of the strategic assessment stage or the indicative business case stage.)

APB&B memos
APB&B (the authors of the CBD Rail Link Business Case) provided two memos in response to various questions that the Minister of Transport raised after receiving the Business Case in late 2010, before the review commenced.
Forecast Summary
The Forecast Summary was prepared by APB&B (the authors of the CBD Rail Link Business Case) in August 2010 which clarifies the geographic definition of the CBD used in the Business Case.
