Working Group agendas and minutes

The Working Group consisted of officials from the Ministry of Transport, the Treasury, the NZ Transport Agency, KiwiRail, Auckland Transport and Auckland Council. The group met weekly, commencing 22 December 2010, to discuss progress of workstreams, key issues, actions, and conclusions. The final Working Group meeting was on 26 April 2011. The agendas and minutes of each meeting are below. 

Certain information has not been included in the minutes of 8 February, 15 February and 5 April. This information would be withheld under sections 9(2)(f)(iv) and 9(2)(g)(i) of the Official Information Act 1982 if the documents had been requested under the Act. Certain information has not been included in the minutes of 22 March and this information would be withheld under section 9(2)(g)(i) of the Official Information Act 1982 if the document had been requested under the Act.

Senior Group Minutes and Agenda

The Senior Group consisted of the Chief Executives (or their representatives) of the agencies involved in the Review. There were two formal senior group meetings in January and May 2011. The minutes and agenda from the meeting in January are below, no agenda or minutes were prepared for the meeting in May.

Members of the Senior Group also met to discuss metro rail issues in Auckland, including the City Centre Rail Link Review in March. To clarify the discussion on this topic, formal notes were prepared and circulated by the Chief Executive of the Ministry of Transport.

Terms of Reference

The terms of reference (“TOR”) set out how the parties involved in the Review (the Ministry of Transport, the Treasury, the NZ Transport Agency, KiwiRail, Auckland Transport and Auckland Council) would work together to:

  1. review the business case for the proposed Auckland City Centre Rail Link
  2. identify and manage the process for the review of the business case
  3. identify and implement the governance of the of the review
  4. provide resources
  5. manage communications issues
