Government Transport Sector Changes

From 1 December 2004, significant changes to the government transport sector have been made as a result of the Government Transport Sector Review. These include a more integrated approach to decision making across the sector, as well as legislative and structural changes. The changes will enable the government transport sector to deliver on the objectives of the New Zealand Transport Strategy (NZTS), to achieve the vision of "an affordable, integrated, safe, responsive and sustainable transport system" for New Zealand by 2010.

The government wants the transport sector to refocus on delivering the NZTS and to work together to achieve it. The Review means new roles and responsibilities for the following government transport agencies:

  • Ministry of Transport - a new focus on strategic leadership of sector co-ordination and collaboration in planning, policy development and delivery
  • Land Transport New Zealand (formerly Transfund New Zealand and the Land Transport Safety Authority) - focus on integrated management of land transport planning, funding, and delivery
  • The Civil Aviation Authority and Maritime New Zealand - a broader focus for a more holistic approach to policy development and delivery

The Transport Legislation Bill was introduced on 9 August 2004 to implement key recommendations of the Review, and was passed on 30 November 2004 as four separate Acts:

  • The Civil Aviation Amendment Act (No 2) 2004
  • The Land Transport Management Amendment Act 2004
  • The Land Transport Amendment Act 2004
  • The Maritime Transport Amendment Act 2004
These Acts:
  • Establish Land Transport New Zealand and dis-establish the Land Transport Safety Authority and Transfund New Zealand from 1 December 2004
  • Broaden the focus of the Civil Aviation Authority and the Maritime Safety Authority from safety alone
  • Provide wider transport rule making powers
  • Integrate safety funding decisions with other land transport funding decisions
  • Change the name of the Maritime Safety Authority to maritime New Zealand from 1 July 2005
