Download final Sea Change strategy (PDF, 2124kb)
Sea Change is a strategy designed to transform coastal shipping in New Zealand.
At present about 15 percent of domestic freight is carried by coastal ships, including the Cook Strait ferries. Sea Change proposes this double by the year 2040.
In the next 30 years, the amount of freight that must be moved around New Zealand will double, putting pressure on the existing transportation system and network. As well there is a need to reduce the transport system’s heavy dependence on fossil fuels and reduce carbon emissions. Coastal shipping services have both cost and environmental benefits which are not being realised. By moving more domestic freight by sea, it is hoped that New Zealand can reduce congestion on the roads and reduce environmental impacts.
