
It is with pleasure that I present my first Statement of Intent as Chief Executive of the Ministry of Transport.
This document sets out the Ministry’s direction for the next three to five years – the objectives, strategies and capabilities it needs, and the environment we work in.
Our path is determined by what we still must achieve in order to realise the vision of the New Zealand Transport Strategy, “By 2010 New Zealand will have an affordable, integrated, safe, responsive, and sustainable transport system”.
To give substance to this vision, we need to address pressing challenges such as Auckland transport, road safety and climate change. Moreover we want to look at the potential roles for rail and coastal shipping, as well as our road networks, our air services and our international shipping services – while achieving value for money across all the transport modes.
A statement of intent is about looking forward and in the coming year we will develop a comprehensive plan for implementing the New Zealand Transport Strategy through to the year 2030 and beyond.
To do this, we will continue to depend on our interactions and collaboration with the wider transport sector, as we develop policy that will affect operations. The ‘Next Steps in the Land Transport Sector Review’, now being conducted by the State Services Commission, is likely to impact on how the land transport
sector collectively responds to the many challenges we face.
The first part of this Statement of Intent documents the strategic context in which we operate, the outcomes we contribute to, and our intended strategic initiatives for 2007/08. The second part sets out financial information and detail on the Ministry’s output expenses, as required by the Public Finance Act 1989.
