Consultation on the Ministry of Transport’s draft Long-term Insights Briefing 2025: Moving people in 2055
From 16 July to 6 August 2025, the Ministry consulted on its draft Long-term Insights Briefing for 2055. In particular, we sought views on:
- the trends we identified as being most important for the land transport system
- our use of the National Transport Modelling or 'Monty' tool, including possible future applications
- the findings from our two scenarios

What is a Long-term Insights Briefing?
The Public Service Act (2020) requires government departments to publish a Long-term Insights Briefing at least once every three years.
Long-term Insights Briefings are designed to be 'think pieces' on the future, providing information about medium and long-term trends, risks and opportunities that may affect Aotearoa New Zealand.
They give effect to the Public Service's stewardship responsibilities and are not government policy.
