Amendment Bill makes changes to road user charges and tolling

The Government has introduced the Land Transport (Revenue) Amendment Bill to create a more flexible tolling framework and modernise the road user charges (RUC) system.
Changes to make tolling more flexible include:
Allowing tolls on existing roads where users benefit from a new road built on the same corridor.
Allowing toll revenue to help fund new road projects and the maintenance of alternative routes.
Shifting the legal liability for toll payments from the driver to the registered vehicle owner to improve operational efficiency.
Changes to modernise the road user charges system for existing RUC payers will:
Remove requirements to display physical RUC labels
Enable a competitive market for private RUC providers to issue licences and collect charges
Allow a wider range of approved electronic distance recorders (like in-built telematics)
Enable RUC providers to offer more user-friendly payment options, such as monthly subscriptions or post-pay plans
Prepare the system for a future transition of petrol vehicles to RUC.
