The Ministry of Transport is leading the policy on transitioning the petrol fleet to Road User Charges (RUC).

All road users contribute to the costs of maintaining, operating, and improving our transport network. Petrol vehicle owners contribute through fuel excise duty paid at the pump, while diesel, heavy and electric vehicle owners pay through RUC.

Making a submission to the Select Committee

The Government introduced the Land Transport (Revenue) Amendment Bill in November 2025. The Bill makes changes to the RUC system and the framework for tolling to ensure both tools continue to support a user-pays basis for funding land transport.
