The Ministry of Transport is seeking submissions on proposed new regulations required to support the Land Transport Management (Time of Use Charging) Amendment Act which comes into force later this year.
The Act enables local authorities, in partnership with the New Zealand Transport Agency, to develop and implement time of use charging schemes so people and goods can move faster across the network.
The proposed new regulations set nationally consistent rules for how time of use charging schemes operate, helping ensure charges are fair, effective and practical. They propose charging ratios for different types of vehicles and an infringement fee for not paying time of use charges incurred.
The consultation period is open from Wednesday 29 April to Thursday 25 June 2026.
