The Government has announced a landmark change to the civil aviation rules, making it easier for innovators to test and use new technologies while maintaining strong safety standards.
Space Minister Judith Collins and Associate Transport Minister James Meager announced the new regulatory approach that includes regulatory sandboxes – controlled environments where advanced aviation technologies can be trialled safely and efficiently.
This modernised regulatory framework was developed by the Ministry of Transport and the Civil Aviation Authority and informed though engagement with industry and international partners.

The changes also include updates to drone rules, providing clarity for low-risk operations such as surveying and mapping, which can now be carried out without certification. Higher-risk activities, like agricultural spraying, will continue to require appropriate oversight, ensuring safety remains paramount.
