The Ministry of Transport has appointed global investment bank, Citi, as its financial and commercial advisor for the upcoming market sounding on toll road concessions.
As announced at the New Zealand Infrastructure Investment Summit on 14 March 2025, the Government will soon undertake a market sounding process with toll road operators and investors to understand investor appetite for toll concession opportunities and how toll concessions could be implemented in New Zealand.
Citi will support this market sounding process as financial and commercial advisor to the Ministry of Transport. Citi has deep experience in advising on toll road concessions overseas and will bring its capability, connections and market-leading insights to help run a thorough and transparent market sounding process.
Citi’s recent involvement in the successful WestConnex toll concession on the 22km toll road and tunnel in Sydney Australia will be particularly beneficial to this process.
The Ministry of Transport will work closely with Citi, and other Government agencies, to progress the market sounding process over the coming months. The Government then expects to make decisions on toll road concessions later this year.
