New Zealand is required, by the International Civil Aviation Organization, to have a National Air Transport Facilitation Programme.
The Programme’s purpose is to provide a framework to guide the improvement and optimisation of aircraft, crew, passenger, and cargo flows through airports and to improve customer service, while maintaining necessary security requirements proportionate to the risks and threats to civil aviation.
