Any airline providing scheduled international air services to and from New Zealand must hold an air services licence. These licences require the airline to adhere to the capacity, route, and traffic rights outlined in the air services agreements or arrangements that New Zealand has established with their home country.

The licensing authority (Minister of Transport or Secretary for Transport) can amend, revoke or add to the terms and conditions of a licence. It can do this on its own initiative or upon application by the airline licensee.

The licensing authority must give 21 days’ public notice of its intention to consider If a licence variation relating to a restricted scheduled international air service involves:

  • a change or an addition to the route or routes to be operated
  • an increase in the capacity of the service to be provided.

17 June 2025 – Intention to vary China Southern Airlines air service licence

The Ministry of Transport has received an application from China Southern Airlines to consider varying the routes and capacity in its licence.
