GPS 2027 will guide future land transport investment and priorities across New Zealand for the next 10 years. The Government has indicated that value for money and investment, and cost discipline will likely be the key drivers for GPS 2027. Consultation on the draft is expected to begin early 2027.
The Minister of Transport released a Ministerial Statement on land transport in August 2026.
This statement will inform the development of the draft Government Policy Statement on land transport 2027 (GPS 2027). The Government intends to release a draft GPS 2027 for public consultation in early 2027.
The Ministerial Statement will assist local authorities to develop their Long Term Plans (LTPs) and Regional Land Transport Plans (RLTPs) ahead of GPS 2027.
The Government has indicated that the overarching focus of the draft GPS 2027 will likely be value for money and investment and cost discipline. Other areas of focus are likely to be maintenance, operations and renewals, resilience, transit-oriented development, economic growth and productivity, and safety.
