Market Sounding on Toll Road Concession Opportunities
The Ministry of Transport is exploring concession opportunities on New Zealand toll roads. As part of this work, we will be undertaking market sounding discussions with the concessionaire and investor market in mid-2025.
This work will focus on understanding how toll road concessions could be implemented here, and the different ways they could be structured, packaged and phased. Decisions have not yet been made on which toll roads would be subject to any concessions.
Market sounding will inform our analysis of toll road concessions and support the Minister of Transport to make decisions about taking concessions forward.
In early June 2025, the Ministry of Transport appointed global investment bank, Citi, to act as the financial and commercial advisor for the market sounding process. Citi will advise the Ministry of Transport on how to undertake a thorough and transparent market sounding process and will support upcoming market sounding discussions.
This work relates to the Government's expectation in the Government Policy Statement on Land Transport 2024 (GPS 2024) that concessions and other alternative delivery options are considered for progressing all land transport projects.
