The Air Navigation System Review panel published their Phase 2 report in May 2023.

The Panel made nine recommendations to respond to the feedback and concerns they heard from the sector. They range from improving system leadership and protecting air navigation infrastructure, through to engaging better with iwi and Māori.

The aviation industry, technology and our regulatory and security environments continue to evolve. It’s important the aviation system, and its critical supporting infrastructure, evolve with these changing needs. The air navigation system is no different, and this report will help set the foundation for future development.

Air Navigation System Review

The Air Navigation System Review was a high level, first principles look at three specific settings that apply to the system:

  • Policy and regulatory settings: the strategy, rules, and guidance that applies to the system
  • Institutional settings: the form and functions of the agencies that oversee and provide the system components, and how they work together
  • Funding settings: who pays for which parts of the system.

The Review was done in two phases. The first focused on what New Zealand needs and wants from the system, and the strategic objectives and principles that should apply.

Phase two identified options to strengthen the system settings to deliver on the outcomes the country wants from the air navigation system.
